1. RULES

 

The regatta will be governed by the 2005-2008 Racing Rules of Sailing. The PHRF regulations of the YRA of LIS apply to PHRF classes. In the event of a conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions shall govern.

 

The regatta is designated Category A [Appendix 1.20.4.3].

 

2. ENTRIES

 

Eligible boats may be entered by completing registration with the Setauket Yacht Club. Eligibility requirements for boats and competitors are those set forth in the Notice of Race.

 

3. NOTICES TO COMPETITORS

 

Notices to competitors will be posted on the official notice board at the Setauket Yacht Club located at the club house.

 

4. CHANGES IN SAILING INSTRUCTIONS

 

A change in the sailing instructions or the schedule of races will be posted by 1800 hours on the day before the change will take effect.

Changes to the Sailing Instructions made afloat by the Race Committee will be communicated orally by the Race Committee by VHF radio channel 72 to each Class before the warning signal for the next race of the Class.

 

 

5. SIGNALS MADE ASHORE

 

5.1 Signals made ashore will be displayed on the Setauket Yacht Club flagpole.

5.2 When flag AP is displayed ashore, '1 minute' is replaced with 'not less than 90 minutes' in race signal AP.

5.3 Deleted

5.4 Code flag ‘B’ fully hoisted with one sound signal means there are less than 60 minutes remaining before the protest filing time ends. When lowered, it means ‘Protest filing time has ended.’

6. SIGNALS MADE AFLOAT

6.1 Numeral Pennant 2 displayed below the orange flag on the finishing line staff on the race committee signal boat at the finish of a race means: there will be another race today for all classes.

6.2 The starting sequence for subsequent races will begin as soon as practical after the previous races finish.

7. SCHEDULE OF RACES

Saturday, June 10th 2006

1200 Harbor Start (R/C Boat fires 1 Gun)

1400 First Class Warning Signal - Subsequent races to follow.

8. CLASS FLAGS will be solid colored flags that match the streamer colors as defined in the Scratch Sheets. Streamers will be given to all racers. Class streamers are to be flown from the yacht’s backstay.

 

9. RACING AREAS

 

The racing area will be in the waters northeast of Port Jefferson Harbor Entrance.

10. COURSE DESCRIPTION

 

10.1 The course designation letter will be displayed by the race committee prior to the warning signal of the first class. These courses are depicted in Figure 1

10.2 After a boat starts, a boat shall not cross the start or finish line unless it is in the process of finishing. A boat that violates this rule shall be disqualified without a hearing. This modifies RRS 63.1.

10.3 The windward leg will be between .50 and 1.50 nautical miles in length.

10.4 All tetrahedron marks are to be passed to Port.

10.5 A display board on the committee boat will show the courses as follows:

10.6 All marks will be inflatable tetrahedron buoys except the starting/finishing pin.

 

 

11. NOT USED

 

 

12. THE START

    1. Races will be started in accordance with the RRS 26.
    2. The starting line will be between a staff displaying an orange flag on the race committee boat and a pin displaying an orange flag.

12.3 Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made.

12.4 A boat shall not start later than 10 minutes after her starting signal.

12.5 Individual recalls will be signaled in accordance with RRS 29.1. In addition, the race committee will attempt to hail the number of each recalled boat on VHF channel 72. This modifies RRS 41. The following shall not be grounds for redress (this modifies RRS 62.1):

a) The failure of a boat to hear or receive a recall broadcast;

b) A boat’s position in the sequence of recall numbers broadcast;

c) the promptness of the broadcast.

13. ABANDONMENTMENT

13.1 The Race Committee may abandon a race for any reason. This modifies RRS 32.

14. THE FINISH

 

The finishing line will be between a staff displaying an orange flag on the race committee boat and the starting/finishing pin.

15. TIME LIMIT

 

The time limit for the first finisher in each Class is 2.5 hours from the start of that Class. Boats failing to finish within 30 minutes after the first finisher in their Class will be scored DNF. This modifies RRS 35.

16. PROTESTS

 

16.1 Protests shall be on USSA forms available at the Setauket Yacht Club. They must be filed with the protest committee within one hour of the time the race committee boat docks at S.Y.C. The time will be posted on the notice board, and signaled in accordance with paragraph 5.4.

16.2 The jury will hear protests in approximately the order of receipt as soon as possible.

17. ARBITRATION

 

(This modifies RRS Part V, Section B)

17.1 For protests involving an alleged breach of a rule of Part 2, a short arbitration hearing shall be held prior to a protest hearing.

17.2 After the written protest form is properly lodged, one representative from each boat will meet with the arbitrator. No witnesses will be allowed. Unresolved arbitration will be passed along to the protest committee.

17.3 The arbitrator may waive the requirement for a written protest for the purposes of a arbitration hearing.

17.4 A boat that accepts fault at an arbitration hearing shall receive a penalty in accordance with paragraph 19.2.

17.5 The arbitrator is neither part of the race committee nor the protest committee; therefore, the opinions of the arbitrator and the decisions made during the arbitration cannot be grounds for redress or be appealed.

18. SCORING

 

18.1 The Low Point Scoring System of Appendix A will apply with five races scheduled of which one shall be completed to constitute a series, except that each boat's total score will be the sum of her scores for all races, except that boats scored OCS or DNF will be scored one point more than the number of class finishers. This modifies Appendix A.

18.2 A boat that accepts fault at a arbitration hearing shall receive a penalty score of 40% of the number of boats entered in the class (rounding 0.5 upward) added to her finishing position, except that she shall not be scored worse than DSQ. The scores of other boats shall not be changed; therefore, two boats may receive the same score.

19. HAUL OUT RESTRICTIONS

 

All boats shall be afloat before 1200 Saturday, June 10th and shall not be hauled out nor rudders removed during the regatta without prior written permission of the Race Committee.

20. RADIO & TELEPHONE

COMMUNICATIONS

 

A boat shall neither make radio or telephone transmissions while racing nor receive radio or telephone communications not available to all boats. The Race Committee will monitor VHF channel 72.

21. INTERNET WEB SITE

 

The race committee may post the Notice of Race, Sailing Instructions, Scratch Sheet, and Results at its Web site www.setauketyc.com A

ny such information is unofficial, competitors should obtain printed copies and consult the official notice board for final information.

 

22. PRIZES

 

22.1 Regatta Trophies - Trophies will be awarded to the boats with the best combined finish position in each class, for first, second, and third place. All Regatta trophies will be awarded at the Awards Ceremony during the Taste of Port Jefferson party.

22.2 The Port Jefferson Harbor Cup - The cup will be awarded to the yacht club with the three best finishing boats. One-design Class boats are excluded from this award.

22.3 The Roger Shope Memorial Trophy - Awarded to the PHRF yacht with the best overall performance – at the discretion of the regatta committee.

22.4 The Fixman Memorial Trophy - The trophy will be awarded to the PHRF boat with the best combined score between the Port Jefferson Harbor Cup Regatta and the American Cancer Society Regatta. One-design Class boats are excluded from this award.

22.5 Qualifying race for North Sails: Long Island Sound Charity Cup, participation earns one point.

22.6 The St. Charles Trophy will be awarded to the PHRF yacht that wins by the greatest margin.
