1. RULES

The regatta will be governed by the 'rules' as defined in the Racing Rules of Sailing2005-2008. The PHRF regulations of the YRA of LIS apply to PHRF classes. In the event of a conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions shall govern.

The regatta is designated Category A [Appendix 1.20.4.3].

2. ENTRIES

Eligible boats may be entered by completing registration with the Setauket Yacht Club (S.Y.C.). Eligibility requirements for boats and competitors are those set forth in the Notice of Race.

2.1 For this regatta the YRA of LIS PHRF weight limitations will not apply to all divisions, nor will credits or penalties for crew weight be applied to the boat’s base rating.

3. NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board at the Setauket Yacht Club located at the club house.

4 CHANGES IN SAILING INSTRUCTIONS

A change in the sailing instructions or the schedule of races will be posted by 1800 hours on the day before the change will take effect.

Changes to the Sailing Instructions made afloat by the Race Committee will be communicated orally by the Race Committee by VHF radio on channel 72 to each Class before the warning signal for the next Class.

5. SIGNALS MADE ASHORE

5.1 Signals made ashore will be displayed on the Setauket Yacht Club flagpole.

5.2 When flag AP is displayed ashore, '1 minute' is replaced with 'not less than 90 minutes' in race signal AP.

5.3 Code flag ‘B’ fully hoisted with one sound signal means there are less than 60 minutes remaining before the protest filing time ends. When lowered, it means protest filing time has ended.’

6. SIGNALS MADE AFLOAT

6.1 Shortening or Abandoning after the Start – After the starting signal the race committee may shorten the course (displaying flag S with two sounds) or abandon the race (display flag N over H or N over A, with three sounds), as appropriate. If the race committee signals a shortened course, the finishing line shall be at a rounding mark, between the mark and a staff displaying flag S and crossed from the direction of the last mark.

6.2 All racers should finish the shortened course from the direction of the last mark.

8. RACING AREAS

 

The racing area will be in the waters northeast of Port Jefferson Harbor Entrance.

 

8.1 The course designation letter will be displayed by the race committee. All fleets will use the vertical board. Course identifications for all classes will be found on the scratch sheet Class courses will be designated by either Roman numeral I or II as shown below.

 

The Marks (see attachment 1) will be used for the Challenge Cup. The committee boat will display a series of letters on two vertical columns as shown below:

 

 

The letters represent marks and will either be in RED or GREEN lettering. RED letters represent Marks that must be passed to Port and GREEN letters represent Marks that must be passed to Starboard. Any combination of letters constitutes the course of the race. The Marks must be sailed in the order on which they appear below the Division designation. The last mark (bottom most) will be the last mark before the finish. See section11 for the FINISH description. The starting mark will not be posted.

8.2 After a boat starts, a boat shall not cross the start/finish line unless it’s in the process of finishing. A boat that violates this rule will be disqualified without a hearing. This modifies RRS 63.1

9. THE START

9.1 Races will be started in accordance with the RRS 26.

9.2 The starting line will be between a staff displaying an orange flag on the race committee boat and a pin displaying an orange flag.

9.3 Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made.

9.4 A boat shall not start later than 10 minutes after her starting signal.

9.5 Individual recalls will be signaled in accordance with RRS 29.1. In addition, the race committee will attempt to hail the number of each recalled boat on VHF channel 72. This modifies RRS 41. The following shall not be grounds for redress (this modifies RRS 62.1):

a) The failure of a boat to hear or receive a recall broadcast;

b) A boat’s position in the sequence of recall numbers broadcast;

c) the promptness of the broadcast.

 

 

10. The Race Committee may abandon a race or shorten a course for any reason. This modifies RRS 32.

10.1 If the course is shortened will be an announcement over Channel 72.

11. THE FINISH

 

The finishing line will be between a staff displaying an orange flag on a race committee boat and the nearby mark.

12. TIME LIMIT

 

The time limit for the first finisher in each Class is 4.0 hours from the start of that Class.

13. PROTESTS

 

13.1 Protests shall be on USSA forms available at the Setauket Yacht Club. They must be filed with the protest committee within one hour of the time the race committee boat docks at S.Y.C. The time will be posted on the notice board, and signaled in accordance with paragraph 5.4.

 

13.2 The jury will hear protests in approximately the order of receipt as soon as possible.

14. ARBITRATION

(This modifies RRS Part V, Section B)

14.1 For protests involving an alleged breach of a rule of Part 2, a short arbitration hearing shall be held prior to a protest hearing.

14.2 After the written protest form is properly lodged, one representative from each boat will meet with the arbitrator. No witnesses will be allowed. Unresolved arbitration will be passed along to the protest committee.

14.3 The arbitrator may waive the requirement for a written protest for the purposes of a arbitration hearing.

14.4 A boat that accepts fault at an arbitration hearing shall receive a penalty in accordance with paragraph 19.2.

14.5 The arbitrator is neither part of the race committee nor the protest committee; therefore, the opinions of the arbitrator and the decisions made during the arbitration cannot be grounds for redress or be appealed.

15. SCORING

 

15.1 The Low Point Scoring System of Appendix A will apply.

15.2 A boat that accepts fault at a arbitration hearing shall receive a penalty score of 40% of the number of boats entered in the class (rounding 0.5 upward) added to her finishing position, except that she shall not be scored worse than DSQ. The scores of other boats shall not be changed; therefore, two boats may receive the same score.

 

 

 

 

 

 

 

16. RADIO & TELEPHONE

COMMUNICATIONS

A boat shall neither make radio or telephone transmissions while racing nor receive radio or telephone communications not available to all boats. The Race Committee will monitor VHF channel 72.

17. INTERNET WEB SITE

 

The race committee may post the Notice of Race, Sailing Instructions, Scratch Sheet, and Results at its Web site www.setauketyc.com A

ny such information is unofficial, competitors should obtain printed copies and consult the official notice board for final information.

 

18. PRIZES

 

18.1 Prizes will be awarded to the first three (3) yachts in each division. In addition the Challenge Cup will qualify for a point towards the North Trophy Charity Cup.

18.2 The Challenge Cup – The cup will be awarded to the yacht club with the three best finishing boats. One-design Class boats are excluded from this award.
